The Laboratory Medicine department has an outstanding opportunity for a FULL-TIME (100%) HEALTH SERVICES MANAGER, LABORATORY MEDICINE - TRANSFUSION. . The Transfusion Services Laboratory Health Services Manager is responsible for the Transfusion Services Laboratory operations in the Department of Laboratory Medicine, including staff performance and productivity. The Health Services Manager must be cognizant of the equality of work performed and recognize when changes occur in either the industry or current vendors' products or in the staffs ability to produce quality results for any other reason. It is the Health Services Manager's responsibility to coordinate their efforts with the other division and laboratory managers to ensure an efficient laboratory operation. If necessary, the Manager makes changes as needed to staffing and participates in making recommendations to the division directors if changes in procedure and/or equipment should be considered. The directors rely on the Health Services Manager to stay abreast of the quality of the testing performed, accurately interpreting and analyzing new technologies and developing sound recommendations. The Manager ensures the activities of the laboratory are consistent with maintaining accreditation with CAP (College of American Pathologists) and adherence to FDA requirements. The Manager must be cognizant of all changes in regulations and accreditation requirements for laboratories, identifying how those changes apply to the lab, and what the Manager needs to do about it. RESPONSIBILITIES: 60% - Provide overall technical and administrative management and leadership for the Transfusion Services Laboratory In conjunction with Faculty, set goals for the laboratory utilizing Management by Objective (MBO) and strategic planning processes. Participate in formulation of division goals and policies-plan strategies to ensure division is able to meet future demands. Manage change, foster innovations and improvements in laboratory function using technological advances with direct application for laboratory-based diagnoses Implement strategic initiatives defined in above process Participate in the development of novel educational tolls/programs for training, maintaining technical competency, and QA/QI Participate in the development of optimized laboratory utilization algorithms; collaborate with existing clinical research units in the Department of Laboratory Medicine Participate in the development of divisional budget, prepare data for cost analyses, and manage expenditure of funds throughout the year Participate in development and implementation of departmental and divisional policies and changes in procedure; consult regularly with division heads. Ensure all policies and procedures are clear and understood by faculty and staff Develop and implement Transfusion Services Testing policies and procedures in conjunction with Transfusion Services Faculty Evaluate and recommend equipment needs; manage the selection of equipment and supplies. Provide input for contract negotiations and pricing for equipment, standing orders and service contracts Ensure compliance with all federal and state regulations as well as accrediting requirements that impact laboratory operations Act as liaison for the laboratory with other healthcare personnel; utilize interpersonal skills to resolve service-related problems with other divisions or departments Direct and review quality control standards and programs; monitor proficiency testing and preventive maintenance program Manage clinical laboratory rotations for all levels of students; may prepare and present lecture material to residents, medical technology students, and other medical personnel Collaborate with Laboratory Division Supervisors/Managers on joint concerns Prepare presentations for staff, students, and professional meetings Participate in design, performance and direction of research projects for clinical technologists, medical technology students, residents, and fellows Assume additional duties and responsibilities as assigned by the Clinical Faculty, Department Administrators, or Department Chairman. Perform Clinical Technologist or Clinical Laboratory Technician duties when necessary; maintain technical skills except where specialized training or extensive experience is required Maintain current knowledge of relevant literature and scientific advances to maintain technical and management expertise Maintain working knowledge of the Laboratory Information System (LIS) including, but not limited to the supervisory functions such as MAQ, MQ, QC, LO, ANIQ, and MIQ functions Maintain sufficient skill with personal computers to support job functions Maintain working knowledge of Laboratory Information System (LIS) TSS billing system including the ability to evaluate and assess the impact of computer programming system changes upon the medical centers and SCCA Coordinate with Computer Staff and UW Medicine enterprise players on testing and implementation of changes 40% Manage Laboratory Staff Oversee and coordinate activities in Transfusion Services Laboratory. Manage change and foster innovations and improvements Maintain a competent technical staff and high quality laboratory testing and training. Coordinate continuing education and in-service education for staff Interview, hire and orient new employees to maintain a qualified 24-hour coverage technical staff Delegate responsibilities, duties and tasks to optimize the use of staff time, skill, and expertise without compromising quality of testing Assess and adjust staffing requirements for the laboratory, considering workload, staff turnover, and budget; plan staff schedules and rotations; assign staff to work sections; review time records to insure appropriateness of time used; act upon vacation and leave requests Review and evaluate performance; provide fair and immediate feedback on job performance for staff; counsel staff to improve performance as required; develop performance improvement action plans; recommend disciplinary action or dismissal, as appropriate Ensure staff awareness of compliance, billing issues and follows acceptable laboratory policies. Report areas of concern to the Department Compliance Officer/Committee Ensure staff knows the location of safety information and MSDS manuals, and can access information in response to queries or emergency situations. Ensure current MSDS information is available Serve as a technical expert in Transfusion Services Laboratory area. Maintain an understanding of the regulations regarding the transport and storage of blood products, the labeling of patient samples and crossmatch and other related transfusion support testing. Overall knowledge of blood banking policies and procedures Serve as a role model for the provision of excellent customer service, with a particular focus on calm, clear communication and an ability to prioritize in emergent situations Work closely with the transfusion nurse specialist at the Medical Center, anesthesiology technicians in the operating room and other personnel that may take part in the process of providing blood to a patient. Develop knowledge of and close working relationship with the Puget Sound Blood Center Coordinate and be responsible for troubleshooting activities surrounding incident response, ensuring timely investigation and appropriate documentation. This may involve chart review and coordination with ordering locations Participate in process improvement teams that focus on blood products or the provision of blood products to a patient Participate in the hospital transfusion committee May be expected to perform technical blood bank procedures such as antibody screen or crossmatch, should this become an in house function REQUIREMENTS: Master's Degree in Medical Technology or equivalent field applicable to the laboratory division AND certification with the American Society of Clinical Pathologist or equivalent, or certification with specialty organization appropriate to the laboratory division, AND Four years of progressively responsible clinical technologist experience including two years in a lead or equivalent capacity, OR Bachelor's Degree in Medical Technology or an equivalent field AND two additional years of lead experience may substitute for the Master's Degree. ADDITIONAL REQUIREMENTS: SBB Professional Certification Demonstrated supervisory experience of 3 or more years Excellent Interpersonal skills Blood Banking/Transfusion Support Services experience Demonstrated ability in critical situations, i.e., think clearly and act decisively Ability to communicate effectively, both verbally and in writing.
