The Executive Director, Medical Affairs Business Effectiveness is an integral member of the Corporate Medical Affairs organization in providing strong leadership of the centralized operational, planning and strategic activities of the Corporate Medical Affairs (CMA) Operations, Global Knowledge Group and Medical Affairs Systems Strategy & Operations functions. This individual is responsible for the oversight of these teams in ensuring continued empowerment of their subject matter expertise, delivery of high quality and impactful work products and focus on innovative, best in class, value-add systems/platforms, services and deliverables to support CMA and medical affairs worldwide. Specific activities within the oversight of this role include but are not limited to operations, budget, strategic sourcing and vendor engagement, governance, policy and compliance, communications, process improvements, corporate subscriptions and library services, and process/technology strategy and solutions.
This individual also plays an integral role as it relates to the connectivity of CMA to the business units by fostering strong, collaborative working relationships with key stakeholders within the respective Global Medical Affairs and Global Marketing Excellence teams. The collaboration is meant to primarily ensure awareness of and alignment to franchise strategies through aligned and efficient governance focused on activities such as global/regional disease and medical planning, budget planning, workforce planning, congress planning and large initiatives and/or projects.
Responsibilities will include, but are not limited to, the following:
Functions as Chief of Staff within CMA and facilitates leadership team meetings and other CMA forums, subsequently ensuring seamless communication and execution of projects and initiatives across the team. Drives leadership and accountability for the day to day operational needs of the CMA organization, which includes functional support, performance and metrics, financial/budget management, technology support, data management, policy and compliance, communications, process improvement, governance and project management. Partners with the CMA leadership to help identify and improve processes to enhance operational efficiency and effectiveness, ensures consistency and development/delivery of dashboard or scorecard to measure Key Performance Indicators (KPIs). Works across the CMA organization to ensure innovative qualitative and quantitative measurements to drive continuous improvement and support the value proposition. Develops operational reports to facilitate decision making, potential areas of focus, process improvements, priorities and issue resolution. Collaborates with Human Resources (HR) and Finance in the systematic development of an annual departmental budget, including analysis of team workload and resource requirements, estimates for work by vendors and software and/or hardware expenditures. Analyzes and reports on financial data and monitors expenditures against the operating plan, partners with cost center/project owners to make adjustments when necessary and ensures forecasting is current and accurate. Fosters strong, collaborative working relationships with key partners in business unit medical/marketing teams to ensure awareness of and alignment to franchise strategies. Partners to design governance processes focused on activities such as global/regional disease and medical planning, budget planning, workforce planning, congress planning and other large initiatives and/or projects. Drives process for RFPs, vendor evaluation, and selection of business solution and external resources to meet internal skills/resources shortfalls with subject matter expert (SME) input from relevant CMA function(s)
Ensures awareness of emerging technologies and best practices in Medical Affairs, collaborates with stakeholders across worldwide Medical Affairs to ensure utilization of cutting edge technologies and best practices; drives solutions to enhance intuitive, self-service model. Supports and drives the vision of the Medical Affairs Roadmap Strategy (MARS) to promote worldwide user adoption. Ensures the proper governance, management, operational support and infrastructure to enable achievement of the roadmap solutions and benefits (includes project management, financial tracking, risk and issue management, design authority and vendor management) Fosters collaborative partnership with internal Information Knowledge Utilization (IKU) team to leverage expertise in information search, text mining and analytics, natural language processing, databases, medical ontology, taxonomy, knowledge management, and decision support systems for CMO Ensures CMA representation in key Celgene initiatives such as Master Data Management (MDM), Taxonomy and global corporate technology solutions. Continues to drive a cost-effective meetings management approach, corporate subscription and information platform portfolio that meets the growing needs of the Celgene organization. Creates, updates and implements departmental SOPs regarding processes and procedures necessary to achieve organizational objectives and for complying with regulations and company policy. Evaluates adherence to policies/procedures and institutes corrective action, when needed. Leads projects to assess organizational needs, capacity management practices, identifies gaps, and proposes value-added processes and tools to enhance efficiency and effectiveness Drives decisions that affect the overall workload, strategies, functional capabilities and operations of the teams. Establishes long-range goals and objectives for the team, including making decisions regarding process improvements, resources, policies and procedures. Develops and empowers a high-performing team that proactively seeks learning opportunities to promote professional growth while meeting business needs. Continually seeks and matches business initiatives/stretch assignments to individual development plans. Provides vision, direction and serves as mentor to the team.
