The VA Southeast Network (VISN 7) is seeking an experienced Biomedical Engineer to serve as the Network Biomedical Engineer. The VA Southeast Network proudly serves Veterans in a tri-state area which includes Alabama, Georgia, and South Carolina. We are one of the largest Veterans Integrated Service Networks (VISNs) in terms of both Veteran population and patients served. Our healthcare delivery system includes 8 medical centers and over 50 Clinics.

Responsibilities
The incumbent serves as the Lead Biomedical Engineer for the VA Southeast Network (VISN 7), responsible for providing professional clinical engineering management to a complex, technically sophisticated, and service oriented Biomedical Engineering Program. The VISN 7 Biomedical Engineering Program includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing maintenance support across the enterprise. The Lead Biomedical Engineer provides oversight on healthcare technologies that extend across the Network. As such, he/she will physically spend time at each location, as well as furnish technical support virtually from his/her Network-based duty location. Other duties include, but are not limited to, the following:
Serving as a professional consultant and advisor on healthcare technology matters to VISN executive management, VISN program managers, executive management at all medical centers and clinical service lines, and facility department directors.
Serving as program manager and senior technical advisor on Radio Frequency ID/Real Time Location System (RTLS), tele-health medical equipment, and medical technology integration.
Working in conjunction with the facility biomedical engineering staff on matters pertaining to biomedical engineering technology management, IT integration in support of biomedical program operations, and effective delivery of services.
Establishing consistent biomedical engineering methodologies, protocols, and procedures across VISN 7.
Managing the implementation and recurring technical support of medical technologies and actively collaborating with OI&T; and clinical services/service lines to optimize effectiveness of the systems.
Ensuring that medical device recalls and hazard alerts as related to medical technologies are acted upon as appropriate and that equipment related safety enhancements are implemented across the Network.
Coordinating the technical support of medical technology within the Network including corrective and preventive maintenance.
Serving as a consultant on construction projects, information technology projects, space functional changes, and associated planning with respect to clinical medical technologies and related clinical areas, e.g., OR, ICU, PACU, etc.

Physical Requirements: Technical, academic and mental demands are high. The work performed is of a precise nature requiring prolonged concentration. Must be able to lift and hold up to 40 pounds unassisted for mounting, positioning or removing equipment. Work also includes some pushing, pulling, bending or crouching, walking and standing up to four hours, and reaching above the shoulder, The incumbent works under conditions of extreme stress caused by the nature of work involved. Incumbent must be able to interact effectively with all levels of medical center staff, and must remain calm and analytical even under stress.

Basic Requirements
:
* Citizenship.
Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens.)
* Education: Bachelor's degree: Professional engineering.
To be acceptable, the curriculum must: (a) Be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or, (b) Include differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics and/or dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics and/or hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); or (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
* Combination of education and experience:
College-level education, training, and/or technical experience that furnished: [a] a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and [b] a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
* 1. Professional registration: Current registration as a professional engineer by any State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State board's eminence provision as a manufacturing engineer typically would not be rated eligible for biomedical engineering positions.
* 2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners of a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
* 3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph above on Bachelor's degree professional engineering
* 4. Related curriculum. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Preferred Experience:
At least 2 years professional biomedical engineering experience.
Grade Determinations: GS-14:
Completion of at least 1 year of experience equivalent to the GS-13 grade level, and must fully meet the knowledge, skills, and abilities (KSAs) listed below.
Demonstrated Knowledge, Skills, and Abilities
1. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
2. Knowledge of the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
3. Expert knowledge of, and the ability to interpret and apply, complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
In addition, the candidate must demonstrate the following professional KSAs and potential to acquire the assignment specific KSAs designated by an asterisk (*):
Demonstrated Knowledge, Skills, and Abilities
Advanced knowledge of, and ability to interpret and apply, relevant codes, regulations, guidelines, and standards associated with biomedical engineering to support the needs of 1 or more facility.
Ability to effectively communicate both orally and in writing with a wide variety of individuals, including technical and professional clinical staff, to convey highly technical information.
*3. Ability to manage a recall and safety alert program for medical devices, medical device incident investigations to assure compliance with patient safety goals, SMDA, and JCAHO requirements.
*4. Advanced knowledge of, and ability to apply, the principles, theories, concepts, and practices of biomedical engineering. This would include the ability to keep abreast of changes in technology and utilize the information gained in the solution of biomedical engineering problems to meet operational needs.
*5. Ability to directly support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
